Do I need to have DSL service with my local phone company to switch to VoIP?

No you would not need DSL services.  In order to receive VoIP services, you would actually need to have a high speed internet connection, DSL service will not work.  In most areas now, high speed internet services are offered by local cable companies....

Do I need to have my computer on in order to use VoIP services?

No, your computer does not have to be on at all times in order for Voice over IP services to work.  Since Voice over IP services run off of your high speed internet modem, that does have to be up and running for your phone to work.     ...
