Why does it cost so much more to call an International cell phone?

The reason behind the cost difference for calls made to land line numbers versus cell phone numbers overseas is because in some Countries mobile users do not pay to receive a call on their mobile phone. This is known as calling party pays. Mobile carriers therefore charge more to the calling party to connect the call.
