Yes, you can sign up with ECG online and still use your caller ID and other features that you have with SBC.  ECG will just be your long distance provider and that will not change any features you currently have with your local service provider.

No you would not need DSL services.  In order to receive VoIP services, you would actually need to have a high speed internet connection, DSL service will not work.  In most areas now, high speed internet services are offered by local cable companies.
